JOB OVERVIEW/PURPOSE

Under the direction of the Controller, this individual will support the accounting function in a variety of accounting and finance duties. The Accountant II will primarily be responsible for preparing journal entries, general ledger account reconciliations, as well as documenting and evaluating current procedures. This individual will adhere to department guidelines, policies, procedures, generally accepted accounting principles, and regulatory requirements governing accounting operations while maintaining a maximum level of quality, timeliness of work and providing optimum customer service and satisfaction by meeting the department’s Service Level Agreements. Keep abreast of regulatory changes, system enhancements and departmental policy changes. Monitor suspicious or fraudulent issues in accordance with state and federal regulations. This position performs all essential duties in compliance with regulatory requirements as well as policies and procedures.

• Maintain and monitor the investment securities portfolio accounting.
• Responsible for payroll bi-monthly reconciliation and respective accounting.
• Maintain the fixed assets database and respective accounting and reporting requirements.
• Lead and administer the prepaids and accruals accounting.
• Lead and administer the CDARS & ICS accounting.
• Identify areas of inconsistencies and problems and bring to the attention of management.
• Prepare and file property tax forms 571-L for respective business units.
• Prepare and file quarterly use tax forms as required.
• Assist with year-end tax forms 1099 and 3921 reporting.
• Prepare and process daily/monthly/quarterly journal entries as assigned.
• Complete assigned monthly account reconciliations.
• Prepares internal financial management reports as assigned.
• Determine appropriate procedures for preparation of accounting records, research of transactions, and reporting.
• Participate in Sarbanes-Oxley (SOX) documentation of internal controls and processes.
• Develop and/or maintain written policy and procedures for all functions assigned.
• Provide backup to the Accounts Payable functions and duties assigned to the Accountant I position.
• Assist with compliance and auditor requests
• Assist in testing and implementation of system upgrades and enhancements.
• Assist in the tracking and monthly reporting of department Service Level Agreements (SLAs).
• Assist with the preparation of supporting schedules/reports for the monthly call report and Securities and Exchange Commission (SEC) reporting.
• Other duties and special projects as assigned by supervisor or other senior member of Finance.
• Completes all required regulatory training as assigned within deadlines established including BSA, Bank Security and any other training as assigned, within required timeframes and on an annual basis

Experience and Skills

• Bachelor’s degree in Accounting, Finance-related field, or an equivalent combination of education, training, and experience.
• Minimum 3-5 years of related accounting and/or banking experience, preferably at a financial institution.
• Awareness of operational responsibility for Regulatory and Audit issues:
• Office of Foreign Assets Control (OFAC), Bank Secrecy Act (BSA), CRA, Affirmative Action, Americans with Disabilities Act (Title I), GLB Privacy Act, CCPA, Bank Bribery Laws, Civil Rights Act (Title VII), Family & Medical Leave Act, Wage and Hour Regulations, and applicable California Civil Code
• Regulatory and privacy and security concerns.
• Appropriate banking laws, regulations, internal policies and procedures.
• Ability to effectively comprehend and interpret Bank policies and procedures in the work environment.
• Ability to work independently and collaborate effectively as a team member.

Job Benefits

Compensation: Salary ranges from $57,000 to $78,000 per year. The salary range is determined by the role, job duties, and position level and reflect the minimum and maximum target for new hire salaries. Within the range, individual pay is determined by job – related skills, experience, and relevant education or training.
